The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024 (packaging EPR)

UK businesses supplying packaging above the thresholds must register every year and report packaging data; large producers also pay PackUK disposal fees and meet recycling obligations. From 2026-27, fees are higher for packaging rated red under the recyclability assessment methodology (RAM) and lower for green. A deposit return scheme for drinks containers starts in October 2027.

A quién se aplica
Obligated producer: £1 million or more turnover and more than 25 tonnes of packaging supplied or imported in the UK in the previous year. Large producer: more than £2 million and more than 50 tonnes. Roles: brand owners, packer/fillers, importers, sellers of empty packaging, hirers of reusable packaging, online marketplaces, sellers to end users. Groups are assessed together.
Sus obligaciones
- Register every year with your regulator (EA, SEPA, NRW or NIEA): large producers by 1 October, small producers by 1 April
- Report packaging data: large producers every 6 months, small producers once a year
- Large producers: pay PackUK disposal fees, meet recycling obligations with PRNs or PERNs, submit a certificate of compliance
- Large producers: rate household packaging with RAM (red, amber, green); packaging without evidence counts as red
- Keep packaging records for 7 years
- Drinks producers: register for the deposit return scheme, apply the deposit and the scheme label from 1 October 2027 (England and Northern Ireland)
