Packaging and Packaging Waste Regulation (PPWR)
Regulation (EU) 2025/40
The PPWR replaces the Packaging Directive with one regulation for every packaging format and every company in the packaging chain. It sets substance limits (PFAS in food-contact packaging already applies), harmonised sorting labels from 2028, recyclability, recycled content, minimisation and reuse requirements from 2030, and EU-wide rules for producer registration and EPR in each country.

Manufacturers of packaging (whoever has it made under their name or brand), importers, distributors, fulfilment providers, final distributors (retail and hospitality) and producers for EPR, including distance sellers. Online platforms must collect producers' EPR registration details. Micro-enterprises have carve-outs (for example from reuse targets when they place 1,000 kg or less a year in a country); producers below 10 tonnes a year in a country get simplified EPR reporting.

- Technical documentation and an EU declaration of conformity for packaging (substances, recyclability grade, recycled content, minimisation, reusability)
- No food-contact packaging above the PFAS limits (from 12 August 2026)
- Harmonised sorting label from 12 August 2028; EPR identification through a QR code; no misleading sustainability marks
- Register as a producer in every country where packaging is first made available, report quantities by 1 June each year, join or pay a producer responsibility organisation
- Distance sellers without an establishment in a country: appoint an EPR authorised representative there
- From 2030: all packaging recyclable (grade A, B or C), plastic recycled-content minimums, reuse targets
